you cant downgrade 11.0.0-33 without hardmodding
You can with the Fieldrunners exploit. Requires another hacked system and system transfer to get the title over with a hacked save, but DSiware hax has access to the parts of the NAND that you change to downgrade with a hardmod, so downgrading with it is definitely possible.
