[Off the record] SB EU version status

Against my better judgment I decided to share the answer from SB President on twitter regarding SB EU version's status. I shall provide no link to it.
SpoilerMe: Great work on fixing [SB BIG] bugs. While I'm OK with you not ever releasing SB BUG, essentially still a paid beta version, outside of Japan, please for the love of god release SB EU already. Now that Switch is just around the corner, I pity my fellow European SB programmers soooo much...! Kobayashi: The EU approval process is more stringent than we thought and we are still having a hard time. They still wouldn't give us the green light. Once it's approved we can release immediately, but. Me: I see, so it's out of your hands then? Why not officially announce that SB EU ver is pending publisher approval? That way no one can blame you for holding up the release without a reason and can keep waiting patiently.
I don't expect him to tweet back again but there's that. I know the EU rating system over there is overly complicated compared to the States, so I can understand their frustration. The waiting game continues, off the record!

But anyone can make a hentai game in SB. So should it be rated M or E?

Don't they usually say something like "online content not rated"? Or is that not allowed with their rating system.

It could be PEGI or Nintendo of Europe now that I think about it, the latter may be checking hackability since SB was one of the entry points. There must be more red tape and hoops to jump through than NoA. I mean, NoA even approved garbage such as Meme Run...!
